That's a new series "Hello Kitty" Dalek as well. You can tell by the shoulder slats and the construction of the arm box.

Are you sure Dan, I mean don't they look like the Daleks from "2300AD?"
Not the type 2s but more like the type 3s with the later mods done by BBC for the First B&W series promo.

Somehow I don't think this is the effect Tom was looking for....

Nope. That's based on a 2005 "Hello Kitty" Dalek.

The Type 3's had that big rubber bumper at the bottom of them, (like the ones from the Peter Cushing Movies,) so they could deal with exterminating poor innocent wretches out on location, (previous versions were only able to exterminate in studios)

Now, mind you, this design is rather reminiscent of the ones from the Jon Pertwee era in coloration, as Pertwee was broadcast in glorious color, they decided that the Daleks should be bright colors.

But, I have a feeling that this little one is a left over from the "Cult of Scaro" from the 2nd Series, (2006. Because production has moved to Cardiff, they've begun to renumber the series, so it's Series 2 and 3 rather than Series 27 and 28.) This "Hello Kitty" Dalek also makes a lot more sense if you see the Series 3, (2007) 2-parter "Daleks in Manhatten" and "Evolution of the Daleks," (which I have officially dubbed "WORST. DOCTOR. WHO. EVER!" which is quite a feat as I've seen both "The Twin Dilemma" and "The Gunfighters," both of which were popular contenders for the coveted title from most Whovians.)

You are so lucky I am Who-clueless cause this looks like just the sort of discussion it would be fun to jump into. ;p But in regards to the Hello Kitty meets TomCat... *shudder*
